Terms of Service

1. Acceptance of Terms

By accessing or using the Kosoora platform, you agree to be bound by these Terms of Service. If you do not agree to these terms, you may not use the platform. These terms apply to all users, including reporters, committee members, and administrators.

2. Platform Purpose

Kosoora is a disciplinary case management tool created to support Rwandan community governance. It enables authorized community officials to submit, review, discuss, escalate, and resolve disciplinary cases in accordance with community regulations and the nine (9) community principals of Rwanda.

3. User Accounts and Access

• Access to Kosoora is granted by invitation only through an authorized administrator.
• You are responsible for maintaining the confidentiality of your account credentials.
• You must not share your account with others or allow unauthorized access.
• Your access level is determined by your assigned role and administrative location. You must not attempt to access data beyond your authorized scope.

4. Acceptable Use

You agree to use Kosoora only for its intended purpose. You must not:

• Submit false, misleading, or fabricated case information.
• Use the platform to harass, defame, or harm any individual.
• Attempt to gain unauthorized access to other users' data or accounts.
• Interfere with the platform's operation or infrastructure.
• Use the platform for any purpose that violates Rwandan law or community regulations.

5. Case Submissions

All case submissions must be made in good faith and based on factual information to the best of the submitter's knowledge. False or malicious case submissions may result in account suspension and may be referred to the appropriate community or legal authorities. Cases once submitted become part of the official community case record.

6. Escalation and Resolution

Cases may be automatically escalated to higher administrative levels if not resolved within the defined timeframe. Administrators at each level are expected to review and act on cases within their jurisdiction in a timely and impartial manner. Resolution of cases requires documented proof and, where applicable, approval from the original submitter.

7. Confidentiality

All case information, discussions, and personal data accessed through the platform are confidential. Users must not disclose case details to unauthorized parties. This obligation of confidentiality survives the termination of your access to the platform.

8. Account Suspension and Termination

Administrators may suspend or terminate user accounts for violations of these Terms of Service, misuse of the platform, or inactivity. Users whose accounts are terminated lose access to all case data and platform features.

9. Disclaimers

Kosoora is provided as a governance support tool. We do not guarantee that cases will be resolved to any party's satisfaction, nor do we assume liability for decisions made by community administrators based on information in the platform. The platform is provided "as is" without warranty of any kind.

10. Changes to Terms

We reserve the right to modify these Terms of Service at any time. Users will be notified of significant changes through the platform. Continued use of the platform after changes constitutes acceptance of the revised terms.

11. Governing Law

These Terms of Service are governed by the laws of the Republic of Rwanda. Any disputes arising from the use of the platform shall be subject to the jurisdiction of Rwandan courts.
